You can add permission restrictions on the PDF. Let me take Foxit PhantomPDF as an example. You set a permission password, then set ââChanges Allowedâ as ânoneâ and donât check the option âEnable copy of text, images, and other contentâ. Anyone who donât know the permission password canât change the restrictions you set.

Now you will allow access to the PDF. If you would like to set all PDFs to anneal and remove the permission for the PDF, do this. If you want to let people add their name to the list, do that also.
